Summary:

This bill requires the Department of Labor, Bureau of Unemployment Compensation to examine the adequacy of Maine's unemployment compensation system in meeting the needs of today's workforce and economy, to establish benchmarks for program improvement and to annually measure progress in reaching those benchmarks. It also requires an assessment of the staffing capacity within the Department of Labor and requires the Commissioner of Labor to submit a report of these findings to the Joint Standing Committee on Labor and Housing. It establishes the peer navigator program to increase access to unemployment compensation benefits for underserved individuals and makes several amendments in current law to support these goals.
